WAIVER OF STATE P L A N REQUIREMENTS FOR DEMONSTRATIONS

SEC. 122. Title X I of the Social Security Act is amended by adding after section 1114 (added by section 121 of this Act) the following new section: "DEMONSTRATION

"SEC. 1115. I n the case of any experimental, pilot, or demonstration project which, in the judgment of the Secretary, is likely to assist in 42 USC 301-306, promoting the objectives of title I, IV, X, X IV, or X VI in a State 601-608, 12011206, 1351-1355,

" (a) the Secretary may waive compliance with any of the requirements of section 2, 402, 1002, 1402, or 1602, as the case may "^•> to the extent and for the period he finds necessary to enable such State or States to carry out such project, and " (b) costs of such project which would not otherwise be included as expenditures under section 3, 403, 1003, 1403, or 1603, as the case may be, and which are not included as part of the costs of projects under section 1110, shall, to the extent and for ^j^^ period prescribed by the Secretary, be regarded as expenditures under the State plan or plans approved under such title, or for administration of such State plan or plans, as may be appropriate. I n addition, not to exceed $2,000,000 of the aggregate amount appropriated for payments to States under such titles for any fiscal year ending prior to July 1, 1967, shall be available, under such terms and conditions as the Secretary may establish, for payments to States to cover so much of the cost of such projects as is not covered by payments under such titles and is not included as part of the cost of projects for purposes of section 1110."

SEC. 123. (a) Subsection (a) of section 705 of the Social Security Act is amended by striking out "for the fiscal year ending June 30, 1958, the sum of $5,000,000, and for each of the five succeeding fiscal years such sums as the Congress may determine" and inserting in lieu thereof the following: "for the fiscal year ending June 30, 1963, the sum of $3,500,000, and for each fiscal year thereafter the sum of $5,000,000". (h) Subsection (h) of such section is amended to read as follows: " (b) Such portion of the sums appropriated pursuant to subsection (a) for any fiscal year as the Secretary may determine, but not in excess of $1,000,000 in the case of the fiscal year ending June 30, 1963, and $2,000,000 in the case of any fiscal year thereafter, shall be available for carrying out subsection (f). From the remainder of the sums so appropriated for any fiscal year, the Secretary shall make allotments to the States on the basis of (1) population. (2) relative need for trained public welfare personnel, particularly tor personnel to provide self-support and self-care services, and (3) financial need." (c) Such section 705 is further amended by adding at the end thereof the following new subsection: " (f)(1) The portion of the sums appropriated for any fiscal year which is determined by the Secretary under the first sentence of subsection (b) to be available for carrying out this subsection shall be available to enable him to provide (A) directly or through grants to or contracts with public or nonprofit private institutions of higher learning, for training personnel who are employed or preparing for employment in the administration of public assistance programs, (B) directly or through grants to or contracts with public or nonprofit
