' For an additional amount for providing school facilities and for grants to local educational agencies in federally affected areas, as authorized by the Act of September 23, 1950, as amended (20 U.S.C. ch. 19), including not to exceed $800,000 for necessary expenses during the current fiscal year of technical services rendered by other agencies, $63,686,000, to remain available until expended: Provided, That no part of this appropriation shall be available for salaries or other direct expenses of the Department of Health, Education, and Welfare. For an additional amount for "Assistance for School Construction", fiscal year 1962, $7,092,000. .

ACTIVITIES

For grants, loans, and payments under the National Defense Education Act of 1958 (72 Stat. 1580-1605), $229,450,000, of which $91^70,000 shall be for capital contributions to student loan funds and loans for non-Federal capital contributions to student loan funds, of which not to exceed $1,300,000 shall be for such loans for non-Federal capital contributions; $54,000,000 shall be for grants to States and loans to nonprofit private schools for science, mathematics, or modern foreign language equipment and minor remodelinjg of facilities; $3,750,000 shall l ^ for grants to States for supervisory and other services; $15,000,000 shall be for grants to States for area vocational education programs; and $15,000,000 shall be for grants to States for testing, ^ i d a n c e, and counseling: Provided, That no part of this appropriation shall be available for the purchase of science, mathematics, and modern language teaching equipment, or equipment suitable for use for teaching in such fields of education, which can be identified as originating in or having been exported from a Communist country, unless such equipment is unavailable from any other source: Provided furthsr. That no part of this appropriation shall be available for graduate fellowships awarded initially under the provisions of the Act after the date of enactment of the Department of Health, Educa-
