For necessary expenses in performing the duties of the Commission as authorized by law, including land and structures (not to exceed $25,000), special counsel fees, improvement and care of grounds and repairs to buildings (not to exceed $15,000), services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), not to exceed $500 for official reception and representation expenses, and purchase oi not to exceed two passenger motor vehicles for replacement only, $14,486,000. For necessary expenses of the Federal Trade Commission, including uniforms or allowances therefor, as authorized by law (5 U.S.C. 2131), and services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), $11^82,600: Provided, That no part of the foregoing appropriation shall be expended upon any investigation hereafter provided by concurrent resolution of the Congress until funds are appropriated subsequently to the enactment of such resolution to finance the cost of such investigation.
