Public Law 88-106 AN ACT To continue, for the period ending November 30, 1963, the existing temporary increase in the public debt limit set forth in section 21 of the Second Liberty Bond Act.
Be it enacted by the Semite and House of Representatives of the United States of America in Congress assembled, That, during the period beginning on September 1, 1963, and ending on November 30, 1963, the public debt limit set forth in the first sentence of section 21 of the Second Liberty Bond Act, as amended (31 U.S.C. 757b), shall be temporarily increased to $309,000,000,000. Public Law 88-107 JOINT RESOLUTION To authorize the presentation of an Air Force Medal of Recognition to Major General Benjamin D. Foulois, retired.

Whereas Major General Benjamin D. Foulois (retired) enlisted in the Army Corps of Engineers on July 7, 1898, was suosequently commissioned as an officer in the Army, became associated with the aviation section of the Signal Corps of the Army in 1908, and qualified as a pilot in 1909; and Whereas during the punitive expedition into Mexico in 1915 and 1916, he commanded the First Aero Squadron with that expedition; and Whereas during World W a r I he served as Chief of the Air Services of the American Expeditionary Forces in France, was elevated to the post of Assistant Chief of the Air Corps in 1927, became Chief of the Army Air Corps in 1931, and continued in that assignment until his retirement as a major general on December 31, 1935; and Whereas Major Gjreneral Benjamin D. Foulois (retired), during his twenty-seven y^ars of commissioned service, played a major role in the development of the role of military air power and of the military department now having primary cognizance over military air power, the United States Air Force; and Whereas General Foulois, now nearly eighty-four years of age, has devoted twenty-seven years in a retired status to the furtherance of aviation, which matches the twenty-seven years of his active commissioned service in behalf of aviation, and totals fifty-four years of uninterrupted dedication and service to the development of aviation; and Whereas military decorations and awards in specific recognition of aviation service were not authorized during the active military career of General Foulois and he has, therefore, never received a military decoration or award for such service: Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary Maj. Gen. senof the Air Force is authorized to cause an appropriate medal to be ja""!" D.
