For necessary expenses, not otherwise provided for, including research, development, operations, technical services, supplies, materials, and equipment (including the purchase of aircraft for experimental purposes) necessary for the conduct and support of aeronautical and space research and development activities, of the National Aeronautics and Space Administration; $3,926,000,000, to remain available until expended. CONSTRUCTION or FACILITIES

For advance planning, design and construction of facilities for the National Aeronautics and Space Administration and for the acquisition or condeinnation of real property, as authorized by law, $680,000,000, to remain available until expended. ADMINISTRATIVE OPERATIONS

For necessary expenses, not otherwise provided for, of the operation of the National Aeronautics and Space Administration, including uniforms or allowances therefor, as authorized by the Act of September 1, 1954, as amended (5 U.S.C. 2131); minor construction; supplies, materials, and equipment; awards; hire, maintenance, and operation of aircraft; purchase and hire of motor vehicles (including purchase of not to exceed twenty-four passenger motor vehicles, of which eleven shall be for replacement only); and maintenance, repair, and alteration of real and personal property; $494,000,000. GENERAL PROVISIONS

No part of any appropriation made available to the National Aeronautics and Space Administration by this Act for "Research and Development" may be used for the construction of any major facility, the estimated cost of which, including collateral equipment, exceeds $250,000, unless (1) a period of thirty days has passed after the receipt by the Committee on Science and Astronautics of the House of Representatives and the Committee on Aeronautical and Space Sciences of t he Senate of notice of the nature, location, and estimated cost of such facility, or (2) each such committee before the expiration of such period has transmitted to the Administrator written notice to the effect that such committee has no objection to the construction of such facility. Not to exceed 5 per centum of any appropriation made available to the National Aeronautics and Space Administration by this Act may be transferred to any other such appropriation. Not to exceed $35,000 of the appropriation "Administrative Operations" in this Act for the National Aeronautics and Space Administration shall be available for scientific consultations and emergency or extraordinary expense, to be expended upon the approval or authority
