For expenses necessary to carry out the purposes of the Act of September 30, 1950, as amended (42 U.S.C. 1855-1855g), authorizing 64 Stat. 1109. assistance to States and local governments in major disasters, $25,000,000, to remain available until expended: Provided, That not to exceed 3 per centum of the foregoing amount shall be available for administrative expenses. For an additional amount for "Public Works Acceleration", $450,000,000, to remain available until Janun.ry 31, 1964: Provided, That no part of this appropriation shall be used for any project that has ever been rejected by the Senate or House of Representatives or by anj Committee of the Congress: Provided further, That no part of this appropriation shall be used for any Federal project that does not
