ACQUISITION A N D CONSTRUCTION OF RADIO FACILITIES
For an additional amount for the purchase, rent, construction, and improvement of facilities for radio transmission and reception, purchase and installation of necessary equipment for radio transmission and reception, without regard to the provisions of the Act of June 30. 1932 (40 U.S.C. 278a), and acquisition of land and interests in land 47 Stat. 412, by purchase, lease, rental, or otherwise, $12,070,000, to remain avail- ^^^^• able until expended: Provided, That this appropriation shall be available for acquisition of land outside the contmental United States without regard to section 355 of the Revised Statutes (40 U.S.C. 255), and title to any land so acquired shall be approved by the Director of the United States Information Agency. TITLE VI—FEDERAL PRISON INDUSTRIES, INCORPORATED The following corporation is hereby authorized to make such expenditures, within the limits of funds and borrowing authority available to such corporation, and in accord with the law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out the program set forth in the budget for the fiscal year 1964 for such corporation including purchase (not to exceed ten) and hire of passenger motor vehicles, except as hereinafter provided: LIMITATION ON ADMINISTRATIVE A N D VOCATIONAL TRAINING FEDERAL PRISON INDUSTRIES, INCORPORATED

Not to exceed $650,000 of the funds of the corporation shall be available for its administrative expenses, and not to exceed $1,450,000 for the expenses of vocational training of prisoners, both amounts to be available for services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), and to be computed on an accrual basis and to be determined in accordance with the corporation's prescribed accounting system in effect on July 1, 1946, and shall be exclusive of depreciation, payment of claims, expenditures which the said accounting system requires to be capitalized or charged to cost of commodities acquired or produced, including selling and shipping expenses, and expenses in connection with acquisition, construction, operation, maintenance, improvement, protection, or disposition of facilities and other property belonging to the corporation or in which it has an interest. 93-025 0 - 6 4 - 5 3
