TITLE VII — GENERAL PROVISIONS Publicity or propaganda.

Restriction.

Short title-

SEC. 701. No part of any appropriation contained in this Act shall be used for publicity or propaganda purposes not authorized by the Congress. SEC. 702. No part of any appropriation contained in this Act shall be used to administer any program which is funded in whole or in part from foreign cuiTencies or credits for which a specific dollar appropriation therefor has not been made. SEC. 703. No part of any appropriation contained in this Act shall be used to conduct or assist m conducting any program (including but not limited to the payment of salaries, administrative expenses, and the conduct of research activities) related directly or indirectly to the establishment of a national service corps or similar domestic peace corps type of program. This Act may be cited as the "Departments of State, Justice, and Commerce, the Judiciary, and Related Agencies Appropriation Act, 1964". Approved December 30, 1963. Public Law 88-246

Printing as Senate and House documents.

AN ACT

To provide for the preparation and printing of compilations of materials relating to annual national high school and college debate topics. Be if enacted by the Senate and House of liepieHentatires of the United StateH of Anter/c<t in Congrei^H a-'f-sembled^ That the I^ibrariaii of (\)ngress is authorized and directed to prepare compilations of pertinent excerpts, bibliographical references, and other appropriate materials relating to (1) the subject selected annual!v by the National University Extension Association as the national high school debate topic and (2) the subject selected annually by the American Speech Association as the national college debate topic. I n preparing such compilations the Librarian shall include materials which in his judgment are representative of, and give equal emphasis to, the opposing [)()ints of view on the respective topics. SKC. 2. The compilations on the high school debate topics shall be {)rinte(l as Senate documents and the compilations on the college debate topics shall be printed as House documents, the cost of which shall be char|j:ed to the congressional allotment for printing and binding. Additional copies of such documents may be printed in such quantities and distributed in sucii manner as theJoint Committee on Printing directs. Approved December 30, 1963. Public Law 88-247
