PART 3. - WOVEN FABRICS Part 3 headnote: I. This part covers all woven fabrics in the piece, of any width and with or without fast edges, including gauze and leno-woven fabrics, but does not include — ( i) any woven fabrics which are specially provided for in the provisions of part 4 of this schedule; (li) certain wool fabric samples (see part 7A of this schedule); or (iii) woven fabrics in item 743.10 of part 78 of schedule 7.

Subpart A. - Woven Fabrics, of Cotton Subpart A headnotes: l> (a) In the ascertainment of the condition of the fabrics or yarns upon which the duties imposed upon cotton fabrics are made to depend, the entire fabric and all parts thereof shall be included, (b) The term "number". as applied to woven fabrics of cotton, means the average yarn number of the yarns contained therein. In computing the average yarn number, the length of the yarn is considered to be equal to the distance covered by it in the fabric in the condition as imported, with all clipped yarn being measured as if continuous, and y/ith the count being taken of the total single yarns in the fabric including the single yarns in any plied yarns. The weight shall be taken after any excessive sizing is removed by boiling or other suitable process. Any one of the following formulas can be used to determine the average yarn number for tariff purposes:

N is the average yarn number, B is the breadth (width) of the fabric in inches, Y is the yards (linear) of fabric per pound, T is the total single yarns per square Inch, S is the square yards of fabric per pound, Z is the ounces per linear yard of fabric, and Z' is the ounces per square yard of fabric. 2. In th is subpart, each of the rates of duty provided for fabric, wholly of cotton, not fancy or figured, and net bleached and not colored (items 520.01 through 520.98, inclusive) is also the "base rate" for faibrics of the same average yarn number covered by terns 3 2 1, — through 3 3 1. —, inclusive, For citation purposes, the two blanks on the end of each of the latter item numbers shall be filled in with the las t two digits of the item number for the appiicab le base rate. Thus, "item 324.45" would be the c itat ion for woven fabrics, wholly of cotton, of number 45, fancy or figured, and bleached but not colored.
