PROJECT RESCISSIONS.—(a) Public J^aw 85-590, as amended, is further amended by rescinding therefrom authorization for projects, except for funds heretofore obligated, as follows: Project 59-e-3, two accelerators, beam analyzing system and magnet, Pennsylvania State University, Pennsylvania, $950,000. Project 59-e-12, research and engineering reactor, Argonne National Laboratory, design and engineering, $1,000,000. (b) Public Law 86-50, as amended, is further amended by rescinding therefrom authorization for a project, except for funds heretofore obligated, as follows: Project 60-e-7, nuclear test plant. Army Reactor Experimental Area ( A R E A), National Reactor Testing Station, Idaho, $5,000,000. (c) Public Law 86-457, as amended, is further amended by rescinding therefrom authorization for a project, except for funds heretofore obligated, as follows: Project 61-f-8, materials research laboratory. University of Illinois, $5,600,000. (d) Public Law 87-315, as amended, is further amended by rescinding therefrom the authorization for a project, except for funds heretofore obligated, as follows: Project 62-a-4, solvent purification installation. Savannah River, South Carolina, $500,000. (e) Public Law 87-701, as amended, is further amended by rescinding therefrom authorization for projects, except for funds heretofore obligated, as follows: Project 63-e-3, organic reactor project, $20,000,000. Project 63-J-3, two mobile irradiators, $700,000. (f) Public Law 88-72, as amended, is further amended by rescinding therefrom authorization for a project, except for funds heretofore obligated, as follows: Project 64—e-6, support facilities for advanced space power systems, National Reactor Testing Station, Idaho, $1,800,000. SEC. 103. LIMITATIONS.—(a) The Commission is authorized to start any project set forth in subsections 101(b)(1), (2), (4), and (5), only if the currently estimated cost of that project does not exceed by more than 25 per centum the estimated cost set forth for that project. (b) The Commission is authorized to start any project set forth in subsections 101(b)(3), (6), (7), and (8), only if the currently estimated cost of that project does not exceed by more than 10 per centum the estimated cost set forth for that project. (c) The Commission is authorized to start a project under subsection 101(b)(9) only if it is in accordance with the following: (1) For community operations, the maximum currently estimated cost of any project shall be $100,000 and the maximum currently estimated cost of any building included in such project shall be $10,000. (2) For all other programs, the maximum currently estimated cost of any project shall be $500,000 and the maximum currently estimated cost of any building included in such project shall be $100,000. (3) The total cost of all projects undertaken under subsection 101(b)(9) shall not exceed the estimated cost set forth in that subsection by more than 10 per centum. SEC. 104. The Commission is authorized to use funds appropriated pursuant to this authorization, and other funds currently available to the Commission, for the purpose of performing construction design services for any Commission construction project whenever (1) such construction project has been included in a proposed authorization bill SEC.
