SEC. 121. Foreign Service officers, Eeserve officers, and Foreign Service staff officers and employees who are entitled to receive basic compensation irmnediately prior to the effective date of this section at one of the rates provided by section 412 or 415 of the Foreign Service Act of 1946, shall receive basic compensation, on and after such effective date, at the rate of their class determined to be appropriate by the Secretary of State. SEC. 122. The rates of compensation of persons employed by the county committees established pursuant to section 8(b) of the Soil Conservation and Domestic Allotment Act (16 U.S.C. 590h(b)) shall be increased by amounts equal, as nearly as may be practicable, to the increases provided by section 102 of this Act for corresponding rates of compensation in the appropriate schedule or scale of pay. S E C 123. Section 504 of the Federal Salary Eeform Act of 1962 (76 Stat. 842; 5 U.S.C. 1173) is amended by adding at the end thereof the following new subsection: " (d) The rate of basic compensation, established under this section, and received by any officer or employee immediately prior to the effective date of a statutory increase in the compensation schedules of the salary systems specified in subsection (a) shall be initially adjusted on the effective date of such new compensation schedules in accordance with conversion rules and regulations prescribed by the President or by such agency or agencies as he may designate." S E C 124. Subsection (b) of the first section of the Act entitled "An Act to provide retirement, clerical assistants, and free mailing privileges to former Presidents of the United States, and for other purposes", approved August 25, 1958 (72 Stat. 838; 3 U.S.C. note fol. 102), is amended by striking out "$50,000" and inserting in lieu thereof "$65,000". O F COSTS

S E C 125. (a) The cost of not less than 10 per centum of the aggregate amount of the increases in compensation provided by this title for the fiscal year 1965 shall be absorbed by the departments, agencies, establishments, and corporations in the executive branch; and no amount beyond the additional sum for such compensation increases proposed in the budget for the fiscal year 1965 is authorized to be appropriated by any provision of this Act.
