TITLE III—STRENGTHENING DEVELOPING INSTITUTIONS STATEMENT OF PURPOSE A N D A P P R O P R I A I TO N S
AUTHORIZED
SEC. 301. (a) The purpose of this title is to assist in raising the academic quality of colleges which have the desire and potential to make a substantial contribution to the higher education resources of our Nation but which for financial and other reasons are struggling for survival and are isolated from the main currents of academic life, and to do so by enabling the Commissioner to establish a national teaching fellow program and to encourage and assist in the establishment of cooperative arrangements under which these colleges may draw on the talent and experience of our finest colleges and universities, and on the educational resources of business and industry, in their effort to improve their academic quality. (b)(1) There is authorized to be appropriated the sum of $55,000,000 for the fiscal year ending June 30, 1966, to carry out the provisions of this title. (2) Of the sums appropriated pursuant to this section for any fiscal year, 78 per centum shall be available only for carrying out the provisions of this title with respect to developing institutions which plan to award one or more bachelor's degrees during such year. (3) The remainder of the sums so appropriated shall be available only for carrying out the provisions of this title with respect to developing institutions which do not plan to award such a degree during such year. "DEVELOPING
INSTITUTION"
SEC. 302. As used in this title the term "developing institution" means a public or nonprofit educational institution m any State which— (a) admits as regular students only persons having a certificate of graduation from a secondary school, or the recognized equivalent of such certificate; (b) is legally authorized to provide, and provides within the State, an educational program for which it awards a bachelor's degree, or provides not less than a two-year program which is acceptable for full credit toward such a degree, or offers a twoyear program in engineering, mathematics, or the physical or biological sciences which is designed to prepare the student to work as a technician and at a semiprofessional level in engineering, scientific, or other technological fields which require the understanding and application of basic engineering, scientific, or mathematical principles of knowledge; (c) is accredited by a nationally recognized accrediting agency or association determined by the Commissioner to be reliable authority as to the quality of training offered or is, according to such an agency or association, making reasonable progress toward accreditation: (d) has met the requirements of clauses (a) and (b) during the five academic years preceding the academic year for which it seeks assistance under this title; (e) is making a reasonable effort to improve the quality of its teaching and administrative staffs and of its student services; (f) is, for financial or other reasons, struggling for survival and is isolated from the main currents of academic life; (g) meets such other requirements as the Commissioner may prescribe by regulation; and
