Private Law 89-173 AN ACT For the relief of Maxie L. Rupert.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assemMed., That Maxie L. Rupert of Battle Creek, Michigan, is hereby relieved of liability to the United States in the amount of $1,344, the amount of overpayments of salary between December 10, 1962, and June 23, 1963, resulting from a promotion in violation of section 1310(c) of the Act of November 1, 1951 (5 U.S.C. 43 note). I n the audit and settlement of the accounts of any certifying or disbursing officer of the United States, credit shall be given for any amount for which liability is relieved by this Act. SEC. 2. The Secretary of the Treasury is hereby authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Maxie L. Rupert, an amount equal to the aggregate of the amounts paid by him, or withheld from sums otherwise due him, in complete or partial satisfaction of the liability to the United States specified in the first section. No part of the amount appropriated in this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved October 30, 1965.

Private Law 89-174 AN ACT To provide for the free entry of a mass spectrometer for the iise of Saint Louis University.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) the Secretary of the Treasury is authorized and directed to admit free of duty one mass spectrometer (including all accompanying equipment, parts, accessories, and appurtenances) for the use of Saint Louis University, Saint Louis, Missouri. (b) If the liquidation of the entry of any article described in subsection (a) has become final, such entry shall be reliquidated and the appropriate refund of duty shall be made. Approved October 30, 1965.
