Making appropriations for sundry independent executive bureaus, boards, commissions, corporations, agencies, and offices, for the fiscal year ending June 30, 1966, and for other purposes.

Be it enacted by the Senate and House of Representatives of the fices^A^"fo'H°^" ^^^^^^ States of America in Congress assembled, That the following tionAcf.^^ig^T' sums are appropriated, out of any money in the Treasury not otherwise appropriated, for sundry independent executive bureaus, boards, oommissions, corporations, agencies, and offices, for the fiscal year ending June 30, 1966, and for other purposes, namely: TITLE I EXECUTIVE OFFICE OF THE PEESIDENT NATIONAL AERONAUTICS AND SPACE COUNCIL SALARIES AND EXPENSES

For expenses necessary for the National Aeronautics and Space Council, established by section 201 of the National Aeronautics and gpace Act of 1958, as amended (42 U.S.C. 2471), including hire of passenger motor vehicles, reimbursement of the General Services Administration for security guard services, and services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), but at rates for individuals not to exceed $100 per diem, $525,000. OFFICE OF EMERGENCY PLANNING SALARIES AND EXPENSES

For expenses necessary for the Office of Emergency Planning, including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a); reimbursement of the General Services Administration for security guard services; expenses of attendance of cooperating officials and individuals at meetings concerned with the work of the Office; $4,955,000: Provided, That not to exceed $150,000 of the foregoing amount shall remain available until expended for studies and research to develop measures and plans for emergency preparedness. SALARIES AND EXPENSES, TELECOMMUNICATIONS

For expenses necessary for the conduct of telecommunications functions assigned to the Director of Telecommunications Management, including services as authorized by section 15 of the Act of August 2, 1946 (5 U.S.C. 55a), but at rates for individuals not to exceed $100 per diem, $1,280,000: Provided, That not to exceed $325,000 of the foregoing amount shall remain available until expended for telecommunications studies and research. CIVIL DEFENSE AND DEFENSE MOBILIZATION FUNCTIONS OF FEDERAL AGENCIES

For expenses necessary to assist other Federal agencies to perform civil defense and defense mobilization functions, including payments by the Department of Labor to State employment security agencies for the full cost of administration of defense manpower mobilization activities, $4,365,000.
