For necessary expenses, not more than $355,092,000 may be expended ^s authorizcd by law (42 U.S.C. 401(g)(1)) from either or both the Federal old-age and survivors insurance trust fund and the Federal disability insurance trust fund: Provided, That such amounts as are required shall be available to pay the cost of necessary travel incident to medical examinations or hearings for verifying disabilities or for review of disability determinations, of individuals who file applications for disability determinations under title II of the Social Security Act, as amended: Provided further, That $10,000,000 of the foregoing amount shall be apportioned for use pursuant to section 3679 of the Revised Statutes as amended (31 U.S.C. 665), only to the extent necessary to process workloads not anticipated in the budget estimates and after maximum absorption of the costs of such workload within the existing limitation has been achieved: Provided further, That the amount otherwise required to be paid from the Old-Age and Survivors Insurance Trust Fund into the Treasury as reimbursement for expenditures from the general fund (42 U.S.C. 401(g)(1)) for the fiscal year ending June 30, 1966, shall be reduced by $8,053,000 to cover the cost of issuance by the Social Security Administration of account numbers for income tax control purposes. Advances to States, next succeeding fiscal year: For making, after May 31 of the current fiscal year, advances to States under section 221(e) of the Social Security Act, as amended, for the first quarter of the next succeeding fiscal year, such sums as may be necessary from the above authorization may be expended from the Federal old-age and survivors insurance trust fund. For construction, alterations and equipment of facilities, including acquisition of sites, and planning, architectural, and engineering services, $11,860,000 may be expended from either or both the Federal Old-Age and Survivors Insurance trust fund and the Federal Disability Insurance trust fund, to remain available until expended. For grants to States for old-age assistance, medical assistance for the aged, aid to families with dependent children, aid to the blind, and aid to the permanently and totally disabled, as authorized in titles I, IV, X, X IV, and X VI of the Social Security Act, as amended (42 U-S-^- c^- "^^ subchs. I, IV, X, X IV, and X:VI), $3,000,000,000, of which such amount as may be necessary shall be available for grants for any period in the prior fiscal year subsequent to March 31 of that year.
