FACILITIES

SEC. 701. Subject to chapter 133 of title 10, United States Code, the Secretary of Defense may establish or develop additional facilities for the Reserve Forces, including the acquisition of land therefor, but the cost of such facilities shall not exceed— (1) for Department of the A n n v: Army Xational Guard of the United States, $9,200,000. (2) for the Department of the Xavy: Xa^•al and Marine Corps Reserves, $8,890,000. (3) for Department of the Air Force: (a) Air Xational Guard of the United States, $9,000,000. (b) Air Force Reserve, $3,400,000. SEC. 702. The Secretary of the Xavy is authorized to convey to the city of Little Rock, Arkansas, without consideration, all right, title, and interest in so nnich of the land and improvements comprising the Xaval and Marine Corps Reserve Training Center, Little Rock, Arkansas, as is agreed to be required for a right-of-way for construction of a public highway, at such time as that portion of the land and improvements may no longer be required as a part of said training center. SEC. 703. The Secretary of Defense may establish or develop installations and facilities under this title without regard to section 3648 of the Revised Statutes, as amended (31 U.S.C. 529), and sections 4774(d) and 9774(d) of title 10, United States Code. The authority to place permanent or temporary improvements on land includes authority for surAeys, administration, overhead, planning, and supervision incident to construction. That, authority may be exercised before title to the land is approved under section 355 of the Revised Statutes, as amended (40 U.S.C. 255), and even though the land is
