SEC. 640. (a) Appropriations available to the Department of De- suppor'tr™^'^ fense during the fiscal year 1967 shall be available for their stated purposes to support Vietnamese and other free world forces in Vietnam and for related costs on such terms and conditions as the Secretary of Defense may determine.
