SEC. 171. Title VII of the Elementary and Secondary Education Act of 1965 (as redesignated by this Act) is amended by inserting at the end thereof a new section as follows:

"SEC. 706. (a) For the purpose of carrying out more effectively the provisions of this Act and title II of Public Law 874, Eighty-first Congress, the Commissioner— 20 us^c 2^413"(1) shall prepare and disseminate to State and local educa- 241^. tional agencies and other appropriate agencies and institutions ^"'< PP- ^^^S catalogs, reviews, bibliographies, abstracts, analyses of research 1198. and experimentation, and such other materials as are generally useful for such purpose; " (2) may upon request provide advice, counsel, technical assistance, and demonstrations to State or local educational agencies or institutions of higher education undertaking to initiate or expand programs under this Act or such title in order to increase the quality or depth or broaden the scope of such programs, and shall inform such agencies and institutions of the availability of assistance pursuant to this clause; "(3) shall prepare and disseminate to State and local educational agencies and other appropriate agencies and institutions an annual report setting forth developments in the utilization and adaptation of projects carried out pursuant to this Act and such title; and "(4) may enter into contracts with public or private agencies, organizations, groups, or individuals to carry out the provisions of this section. " (b) There are authorized to be appropriated not to exceed $1,500,000 for the fiscal year ending June 30, 1967, and not to exceed $2,000,000 for the fiscal year ending June 30, 1968, to carry out the provisions of this section." SEC. 181. Section 704 of the Elementary and Secondary Education Act of 1965 (as redesignated by this act, and containing a prohibition against Federal control of education) is amended by inserting the following at the end thereof and before the period: ", or to require the assignment or transportation of students or teachers in order to overcome racial imbalance".
