U R B A N P L A N N I N G GRANTS FOR SURVEYS OF H I S TO R I C STRUCTURES

SEC. 604. Section 701 of the Housing Act of 1954 is amended by H l'^'^'^eu adding at the end thereof the following new subsection: " (h) In addition to the other grants authorized by this section, the Secretary is authorized to make grants to assist any city, other municipality, or county in making a survey of the structures and sites in such locality which are determined by its appropriate authorities to be of historic or architectural value. Any such survey shall be designed to identify the historic structures and sites in the locality, determine the cost of their rehabilitation or restoration, and provide such other information as may be necessary or appropriate to serve as a foundation for a balanced and effective program of historic preservation in such locality. The aspects of any such survey which relate to the identification of historic and architectural values shall be conducted in accordance with criteria found by the Secretary to be comparable to those used in establishing the National Register maintained by the Secretary of the Interior under other provisions of law; and the results of each such survey shall be made available to the Secretary of the Interior. A grant under this subsection shall not exceed twothirds of the cost of the survey for which it is made, and shall be made to the appropriate agency or entity specified in paragraphs (1) through (9) of subsection (a) or, if there is no such agency or entity ^^^^ yg^sta't^^'y which is qualified and willing to receive the grant and provide for its utilization in accordance w4th this subsection, directly to the city, other municipality, or county involved." SEC. 605. (a) The heading of title VII of the Housing Act of 1961 is amended to read as follows:

" TITLE VII — O P E N - S P A C E LAND, U R B A N B E A U T I F I C A T I O N, AND H I S TO R I C PRESERVATION ". (b) Section 701 of such Act is amended by redesignating subsection (c) as subsection (d), and by inserting after subsection (b) a new subsection as follows: "(c) The Congress further finds that there is a need for timely action to preserve and restore areas, sites, and structures of historic or architectural value in order that these remaining evidences of our past history and heritage shall not be lost or destroyed through the expansion and development of the Nation's urban areas." (c) Section 701(d) of such Act (as redesignated by subsection (b) of this section) is amended— (1) by inserting after "urban development," the following: "to assist in preserving areas and properties of historic or architectural value,"; and (2) by striking out "and (2) " and inserting in lieu thereof "(2) acquire, improve, and restore areas, sites, and structures of historic or architectural value, and (3)". (d) Section 702(e) of such Act is amended to read as follows: "(e) The Secretary shall consult with the Secretary of the Interior on the general policies to be followed in reviewing applications for rants under this title. To assist the Secretary in such review, the ecretary of the Interior shall furnish him (1) appropriate information on the status of national and statewide recreation and historic preservation planning as it affects the areas to be assisted with such grants, and (2) the current listing of any districts, sites, buildings, structures, and objects significant in American history, architecture,
