For necessary expenses of carrying into effect the Foreign Service Buildings Act, 1926, as amended (22 U.S.C. 292-300), including personal services in the United States and abroad; salaries and expenses of personnel and dependents as authorized by the Foreign Service ^ ^ t of 1946, as amended (22 U.S.C. 801-1158); allowances as authorized by the Overseas Differentials and Allowances Act (5 U.S.C. 3031-3039); and services as authorized by section 15 of the Act of August 2, 1946 (b U.S.C. 5 5 a); $15,500,000, of which not less than $11,000,000 shall be used for payments in foreign currencies or credits owed to or owned by the Treasury of the United States, to remain available until expended: Provided, That not to exceed $1,250,000 may be used for administrative expenses during the current fiscal year.
