Officer Charles M. Bickart, United States Marine Corps (retired), is hereby relieved of all liability for repayment to the United States of the sum of $8,407.49, representing the amount of overpayments of retired pay received by the said Chief Warrant Officer Charles M. Bickart (retired), for the period from July 1, 1955, through September 30, 1963, as a result of administrative error in the computation of his retired pay. I n the audit and settlement of the accounts of any certifying or disbursing officer of the United States, full credit shall be given for the amount for which liability is relieved by this Act. SEC. 2. The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the said Chief Warrant Officer Charles M. Bickart (retired), referred to in the first section of this Act, the sum of any amounts received or withheld from him on account of fehe overpayments referred to in the first section of this Act. O i s p, United States Air Force, is hereby relieved of all liability for repayment to the United States of the sum of $2,794.70, representing the amount of overpayments of basic pay and flight pay received by the said Captain Robert C. Crisp, for the period from August 21, 1958, through December 31, 1964, as a result of administrative error. In the audit and settlement of the accounts of any certifying or disbursing officer of the United States, full credit shall be given for the amount for which liability is relieved by this Act. SKC. 2. The Secretary of the Treasury is authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to the said Captain Robert C. Crisp, referred to in the first section of this Act, the sum of any amounts received or withheld from him on ac<'Ount of the overpayments referred to in the first section of this Act. Xo part of the amount appropriated in this Act shall be paid or delivered to or received by any a^ent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved September 22, 1967.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That, notwithstanding any provision of the Railroad Retirement Act of 1937 to the contrary, the Railroad Retirement Board is authorized and directed to determine and certify to the Secretary of the Treasury the aggregate amount of widow's annuity which would have been payable, under such Act, to Mrs. Chin Shee Shiu, the widow of Moy Lam Shiu (Social
