originating and terminating outside Washington, District of Columbia, under the heading '"Contingent Expenses of the Senate" in the Legislative Branch Appropriation Act, 1947, as amended (Public Law 479, Seventy-ninth Congress; 2 U.S.C. 46c, 46d), and the paragraph relating to flat rate long-distance telephone service contracts under the heading "Administrative Provisions" in the appropriations for the Senate in the Legislative Branch Appropriation Act, 1966 (Public Law 80-90; 2 U.S.C. 46d-2) are repealed. Effective January 1, 1968, and thereafter, there shall be paid from the contingent fund of the Senate charges on strictly official longdistance telephone calls when so designated in accordance with rules and regulations prescribed by the Committee on Rules and Administration of the Senate.
