Public Law 90-90 AN ACT September23, 1967 [S. 828] To amend section 5(b) of the Act of March 18, 1966 (Public Law 89-372), so as to nialve the prohibition contained therein on the filling of certain vacancies in the oflBce of district judge for the eastern district of Pennsylvania inapplicable to the first vacancy occurring after the enactment of such Act. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 5(b) of the Act entitled "An Act to provide for the appointment of additional circuit and district judges, and for other purposes", approved March 18, 1966 (80 Stat. 78), is amended by striking out the words "first three vacancies occurring" in the second sentence thereof and inserting in lieu thereof "second, third, and fourth vacancies occurring after the effective date of this Act". Approved September 23, 1967.

AN ACT To amend the Food Stamp Act of 1964.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the first sentence of subsection (a) of section 16 of the Food Stamp Act of 1964 is amended by inserting after "June 30, 1967;" the following: "not in excess of $200,000,000 for the fiscal year ending June 30, 1968; not in excess of $225,000,000 for the fiscal year ending June 30, 1969;". SEC. 2. Section 16(a) of such Act is further amended by inserting at the end thereof the following: "This Act shall be carried out only with funds appropriated from the general fund of the Treasury for that specific purpose and in no event shall it be carried out with funds derived from permanent appropriations."
