(2) by deleting paragraph (2); and (3) by striking out in paragraph (5), subparagraphs (B) and (C) and inserting in lieu thereof the following: " (B) second-class publications published once each week or more frequently and featuring principally current news of interest to members of the Armed Forces and the general public which are mailed at or addressed to any such Armed Forces post office (i) in an overseas area designated by the President under section 4169 of this title or (ii) in an isolated, hardship or combat support area overseas, or where adequate surface transportation is not available; and " (C) parcels of any class of mail exceeding five pounds but not exceeding seventy pounds in weight and not exceeding one hundred inches in length and girth combined, including surfacetype official mail, which are mailed at or addressed to any such Armed Forces post office where adequate surface transportation is not available.". (c) Section 4303(f) of title 39, United States Code, is amended by striking out "the Virgin Islands or the Canal Zone" wherever appearing therein and inserting in lieu thereof "or the Virgin Islands". (d) Section 4301(2) of title 39, United States Code, is amended by striking out the word "eight" and inserting in lieu thereof the figure
