SEC. 117. (a) Chapter 67 of title 39, United States Code, is amended go^sta^^sif ^' by adding at the end thereof the following new" section:

    • § 4560. Air transportation of parcels mailed at or addressed to

Armed Forces post offices "Any parcel, other than a parcel mailed airmail or as air parcel post, not exceeding thirty pounds in weight and sixty inches in length and girth combined, which is mailed at or addressed to any Armed Forces post office established under section 705(d) of this title shall ^^ Stat. 462. be transported by air on a space available basis, on scheduled United States air carriers at rates fixed and determined by the Civil Aeronautics Board in accordance with section 406 of the Federal Aviation Act of 1958 (49 U.S.C. 1376), upon payment, in addition to the regular ^^ Stat. 763. surface rate of postage, of a special fee to be prescribed by the Postmaster General for such transportation by air. Whenever adequate service by scheduled United States air carriers is not available to provide transportation of mail matter by air in accordance with the foregoing provisions of this section, the transportation of such mail matter may be authorized by aircraft other than scheduled United States air carriers.". (b) The table of contents of such chapter 67 is amended by inserting at the end thereof— "4560. Air transportation of parcels mailed at or addressed to Armed Forces post offices:.". SEC. 118. (a) Section 4001 of title 39, United States Code, relating to nonmailable matter, is amended by adding at the end thereof the following new subsection: " (c) Matter otherwise legally acceptable in the mails which— "(1) is in the form of, and reasonably could be interpreted or construed as, a bill, invoice, or statement of account due; but "(2) constitutes, in fact, a solicitation for the order by the addressee of goods or services, or both; is nonmailable matter, shall not be carried or delivered by mail, and shall be disposed of as the Postmaster General directs, unless such matter bears on its face, in conspicuous and legible type in contrast by typography, layout, or color with other printing on its face, in accordance with regulations which the Postmaster General shall prescribe— " (A) the following notice: 'This is a solicitation for the order of goods and/or services and not a bill, invoice, or state85-622 0-68—42
