SEC. 237. Effective April 1, 1968, section 1902(a) of the Social Security Act (as amended by the preceding sections of this Act) is further amended by— (a) striking out the period at the end and inserting in Heu thereof the following "; and"; and (b) inserting after paragraph (29) (added to the Social Security Act by section 236 of this Act) the following paragraph: " (30) provide such methods and procedures relating to the utilization of, and the payment for, care and services available under the plan as may be necessary to safeguard against unnecessary utilization of such care and services and to assure that payments (including payments for any drugs provided under the plan) are not in excess of reasonable charges consistent with efficiency, economy, and quality of care."

SEC. 238. "SEC. 420. For the purpose of enabling the United States, through the Secretary, to cooperate with State public welfare agencies m establishing, extending, and strengthening child-welfare services, the following sums are hereby authorized to be appropriated: $55,000,000 for the fiscal year ending June 30, 1968, $100,000,000 for the fiscal year ending June 30, 1969, and $110,000,000 for each fiscal year thereafter. 85-622 0-68—60
