Private Law 90-359 AN ACT

For the relief of Charles B. Franklin.

Be it enacted by tTie Senate and House of Representatives of the Charles United States of America in Congress assembled, That the Adminis- Franklin. trator of Veterans' Affairs shall pay, out of current appropriations for the payment of compensation for service-connected disabilities, to Charles B. Franklin (Veterans' Administration Claim Numbered C13937766) the sum of $3,346.50 in full settlement of his claims against the United States for compensation for service-connected disability, not paid to him from August 30, 1951, through November 30, 1962, due to the inability of the Veterans' Administration to locate him. No part of the amount paid pursuant to this Act shall be paid or delivered to or received by any a^ent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved October 21, 1968.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary Mauritz A. of the Treasury is authorized and directed to pay, out of any money ill the Treasury not otherwise appropriated, the sum of $50,000 to Mauritz A. Sterner, of 107-19 Seventieth Avenue, Forest Hills 75, J^ong Island, New York, in full settlement of his claims against the United States for his original idea and development of a paper blanket: Provided, That no part of the amount appropriated in this Act shall be paid or delivered to or received by any agent or attorney on account of services rendered in connection with this claim, and the same shall be unlawful, any contract to the contrary notwithstanding. Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not exceeding $1,000. Approved October 21, 1968.
