SEC. 1714. (a) Section 207 of the Housing Act of 1961 is amended 75 Stat. 165; by inserting after the words "improved means" the following: ^^42'^usc°i436. ", including the study of self-help in the construction, rehabilitation, and maintenance of housing for low-income persons and families and the methods of selecting, involving, and directing such persons and families in self-help activities,".
