For expenses necessary for the National Aeronautics and Space Council, established by section 201 of the National Aeronautics and Space Act of 1958, as amended (42 U.S.C. 2471), including hire of ypstVt%^^'^' passenger motor vehicles, reimbursement of the General Services Administration for security guard services, and services as authorized by 5 U.S.C. 3109, $500,000. so Stat. 4i6. OFFICE OF EMERGENCY PLANNING SALARIES AND EXPENSES

For expenses necessary for the Office of Emergency Planning, including services as authorized by 5 U.S.C. 3109, reimbursement of the General Services Administration for security guard services, hire of passenger motor vehicles, and expenses of attendance of cooperating officials and individuals at meetings concerned with the work of emergency planning, $4,850,000. SALARIES AND EXPENSES, TELECOMMUNICATIONS

For expenses necessary for the conduct of telecommunications functions assigned to the Director of Telecommunications Management, including services as authorized by 5 U.S.C. 3109, $1,675,000: Provided, That not to exceed $500,000 of the foregoing amount shall remain available for telecommunications udies and research until expended. DEFENSE AND DEFENSE MOBILIZATION FUNCTIONS OF FEDERAL AGENCIES

For expenses necessary to assist other Federal agencies to perform civil defense and defense mobilization functions, including payments by the Department of Labor to State employment security agencies for the full cost of administration of defense manpower mobilization activities, $3,100,000.
