BUILDING OCCUPANCY
For expenses necessary for the operation of postal facilities, buildings, and postal communication service; and storage of vehicles owned by, or under control of, units of the National Guard and departments and agencies of the Federal Government, $230,000,000. SUPPLIES AND SERVICES

For expenses necessary for the postal services and supply operation, including uniforms or allowances therefor, as authorized by law (5 U.S.C. 5901); including procurement of stamps and accountable paper, and postal supplies, $114,917,000. PLANT AND EQUIPMENT
For expenses necessary for modernization and acquisition of equipment and facilities for postal purposes, including not to exceed $2,000,000 for increases in prior year orders placed with other Government agencies in addition to current increases in prior year orders or contracts made as a result of changes in plans, including $83,723,000 for modernization and extensions and fixed mechanized systems to remain available until expended; $210,000,000: Provided, That the funds herein appropriated shall be available for repair, alteration, and improvement of the mail equipment shops at Washington, District of Columbia, the Post Office Garage, Philadelphia, Pennsylvania, the Post Office and Vehicle Maintenance Facility, Flint, Michigan, and for payment to the General Services Administration for the repair, alteration, preservation, renovation, improvement, and equipment of federally owned property used for postal purposes, inchiding improved lighting, color, and ventilation for the specialized conditions in space occupied for postal purposes. Citation of title.
For expenses, not otherwise provided for, necessary in connection with site acquisition, design, construction, and acquisition of postal buildings pursuant to the Public Buildings Act of 1959 (73 Stat. 479), .jg amended, $170,000,000, to remain available until expended: Provided, That this appropriation shall be available for postal building projects at locations approved by the Committee on Public Works of the House of Representatives and of the Senate and at maximum construction costs (excluding costs of site acquisition, design, and preconstruction expenses) as estimated for each project in testimony to the Committees on Appropriations of the House and Senate: Provided further, That the limits of costs for each project may be exceeded by not to exceed 10 per centum and the amount of any such excess cost may be provided from funds available in this appropriation to the extent that savings are effected in other projects.
