CONSERVATION RESEEVE PROGRAM

For necessary expenses to carry out a conservation reserve program as authorized by subtitles B and C of the Soil Bank Act (7 U.S.C. 1831-1837, 1802-1814, and 1816), and to carry out liquidation activities rsltat^ 552V' for the acreage reserve program, to remain available until expended, 79 Stat. 1206. $37,250,000, with which may be merged the unexpended balances of funds heretofore appropriated for soil bank programs: Provided, That no part of these funds shall be paid on any contract which is illegal uncter the law due to the division of lands for the purpose of evading limits on annual payments to participants. E M E R G E N C Y CONSERVATION

MEASURES

For emergency conservation measures, to be used for the same purposes and subject to the same conditions as funds appropriated under this head in the Third Supplemental Appropriation Act, 1957, to remain available until expended, $5,000,000, with which shall be merged the unexpended balances of funds heretofore appropriated for emergency conservation measures.

I N D E M N I T Y P A Y M E N T S TO DAIRY FARMERS

For necessary expenses to carry out the provisions of the Act of August 13, 1968 (Public Law 90-484), $200,000: FroiWet^, That none of the funds contained in this Act shall be used to make indemnity payments to any farmer whose milk was removed from commercial markets as a result of his willful failure to follow procedures prescribed by the Federal Government. For necessary expenses, not otherwise provided for, of the Rural Community Development Service in providing leadership and related services in carrying out the rural areas development activities of the Department, $450,000: Provided.
