authorized to be appropriated: Provided further, That in connection with the rehabilitation of the Snake Creek Embankment of the GarriS(m Dam and Reservoir Project, North Dakota, the Corps of En<^ineers is authorized to participate with the State of North Dakota to the extent of one-half the cost of w-idening the present embankment to provide a four-lane ri<^ht-of-way for U.S. Highway 88 in lieu of the present two-lane highway: Provided further, That funds appropriated for the Robert S. Kerr Lock and Dam, Oklahoma, shall be available to provide a 9-foot deep auxiliary navigation channel and 1,000-footiong turning basin along Sans Bois Creek, with appropriate widths and an overall length of approximately ten miles: Provided further, That $600,000 of this appropriation shall be transferred to the Bureau of Sport Fisheries and Wildlife for studies, investigations, and reports thereon as required by the Fish and Wildlife Coordination Act of 1958 (72 Stat. 563-565) to provide that wildlife conservation shall receive equal consideration and be coordinated with other features of water-resource development programs of the Department of the Army. For expenses necessary for prosecuting work of flood control, and rescue work, repair, restoration, or maintenance of flood control projects threatened or destroyed by flood, as authorized by law (33 U.S.C. 7{)2a, T02g-1), $80,820,000, to remain available until expended, including funds for completion of the construction of road crossings of the Panola-Quitman Floodway at Crowder and Paducah AVells, Mississippi. For expenses necessary for the preservation, operation, maintenance, and care of existing river and harbor, flood control, and related works, including such sums as may be necessary for the maintenance of harbor channels provided by a State, municipality or other public agency, outside of harbor lines, and serving essential needs of general commerce and navigation; activities of the California Debris Commission; administration of laws pertaining to preservation of navigable waters; surveys and charting of northern and northwestern lakes and connecting Avaters; clearing and straightening channels; and removal of obstructions to navigation: $253,000,000, to remain available until expended. For expenses necessary for emergency flood control, hurricane and shore protection activities, as authorized by section 5 of the Flood Coutrol Act, approved August 18, 1941, as amended, $32,000,000, to remain available until expended.
