CAPITOL POWER PLANT

For lighting, heating, and power (including the purchase of electrical energy) for the Capitol, Senate and House Office Buildings, Supreme Court Building, Congressional Library Buildings, and the grounds about the same, Botanic Garden, Senate garage, and for airconditioning refrigeration not supplied from plants in any of such buildings; for heating the Government Printing Office, Washington Cit^ Post Office, and Folger Shakespeare Library, reimbursement for which shall be made and covered into the Treasury; personal and other services, fuel, oil, materials, waterproof wearing apparel, and all other necessary expenses in connection with the maintenance and operation of the plant; $3,512,000, of which $225,000 shall remain available until June 30, 1971. EXPANSION o r FACILITIES, CAPITOL POWER PLANT

For an additional amount for "Expansion of facilities, Capitol power plant", $300,000, to be expended by the Architect of the Capitol under the direction of the House Office Building Commission, in accordance with the provisions of the Act of September 2, 1958 (72 Stat. 1714-1716). For necessary expenditures for mechanical and structural maintenance, including improvements, equipment, supplies, waterproof wearing apparel, and personal and other services, $1,047,000, of which not to exceed $10,000 shall be available for expenditure without regard to section 3709 of the Revised Statutes, as amended. Not to exceed $60,000 of the unobligated balance of the appropriation under this head for the fiscal year 1969 is hereby continued available until June 30, 1970. FURNITURE AND FURNISHINGS

For furniture, partitions, screens, shelving, and electrical work pertaining thereto and repairs thereof, office and library equipment, apparatus, and labor-saving devices, $350,000. LIBRARY OF CONGRESS JAMES MADISON MEMORIAL BUILDING

For an additional amount for "Library of Congress James Madison Memorial Building", $2,800,000, authorized by the Act of October 19, 1965 (79 Stat. 986-987): Provided, That availability of these funds for obligation shall be contingent upon enactment of legislation adjusting the limit of cost of the project (fixed by Section 3 of such Act) to reflect projected escalated construction costs required to complete the project on the basis of the preliminary plans heretofore approved by the Committee and Commissions designated in such Act.
