" (i) In addition to the authority conferred upon him by other sections of this Act, the Administrator is authorized in carrying out his functions under this Act— "(1) to appoint such personnel as may be necessary to enable the Administration to carry out its functions; (2) to expend such funds, enter into such contracts with public and private organizations and persons, make such payments in advance or by way of reimbursement, and perform such other functions or acts as he may deem necessary or appropriate to carry out the provisions of this iVct; and "(3) to pay stipends, including allowances for travel to and from the place of residence, to any individual to study in a program assisted under this Act upon a determination by the Administrator that assistance to such individual in such studies will be in furtherance of the purposes of this Act." SEC. 5. (a) Section 5108(a) of title 5, United States Code, is soStat. 878; amended by striking out "2,727" and inserting in lieu thereof "2,734". (b) Section 5315 of title 5 of the United States Code (relating to ga^statrselj!^' positions at level IV of the Executive Schedule) is amended by adding at the end thereof the following: "(92) Administrator of the National Credit Union Administration." SEC. 6. (a) All functions, property, records, and personnel of the f^'^^^-^^^^'"'°^ Bureau of Federal Credit Unions are transferred to the National ""'^ '°"^' Credit ITnion Administration created by this Act. (b) The Director of the Bureau of Federal Credit Unions in office on the date of enactment of this Act shall serve as acting Administrator of the National Credit L'nion Administration pending the appointment of an Administrator in accordance with section 3 of the

13A.. Notwithstanding miy other provision of law, under such terms and conditions as he deems in the public interest, the Secretary of Agriculture is authorized to use an additional amount, not to exceed $30,()00,()(K), of funds from section 32 of the Act of August 24, 1935 (7 U.S.C. ()12c), to supplement funds heretofore made available to carry out programs during the fiscal year 1970 to improve the nutrition of needy children in public and nonprofit private schools participating in the national school lunch program under this Act or the school breakfast program under the Child Nutrition Act of 1966 (42 U.S.C. 1771 et seq.)."
