For expenses necessary for the conduct of research by the Environmental Science Services Administration, including development, testing, and evaluation of new operational systems and equipment; maintenance, operation, and hire of aircraft; and the acquisition and installation of research instrumentation; $27,500,000, to remain available until expended. For an additional amount for expenses necessary for the construction of surveying ships, magnetic, seismological, oceanographic, and meteorological facilities, including the initial equipment and outfitting of new facilities; alteration, modernization, and relocation of operational facilities; acquisition, establishment, and relocation of research facilities and related equipment; and the acquisition of land for the foregoing facilities; $4,365,000, to remain available until expended. For expenses necessary in performing the functions authorized by

general administration; operation, maintenance, alteration, and protection of grounds and facilities; and improvement and construction of facilities as authorized by the Act of September 2, 1958 (15 U.S.C. 278d); $42,050,000, of which not to exceed $800,000 shall be available for transfer to the "Working capital fund", National Bureau of Standards, for additional capital. RESEARCH A N D T E C H N I C A L SERVICES (SPECIAL FOREIGN C U R R E N C Y PROGRAM)

For payments in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States, for necessary expenses of the National Bureau of Standards, as authorized by law, $500,000, to remain available until expended: Provided, That this appropriation shall be available, in addition to other appropriations to the Bureau, for payments in the foregoing currencies.
