For purposes of t h i s title, the term 'teclmical personnel' includes accountants, financial counselors, medical t r a n s c r i b e r s, allied health professions personnel, d i e t a r y and c u l i n a r y personnel, and any other persorniel whose b a c k g r o u n d and education would indicate that the y a r e to p e r for m technical functions in the operation of centers or facilities for which assistance is provided under t h i s title; b u t such term does not include m i n o r clerical personnel or m a i n t e n a n c e or housekeepi n g personnel." APPROVAL BY NATIONAL ADVISORY MENTAL HEALTH COUNCIL S E C, 503. " SEC. 266. G r a n t s m a d e under t h i s title for the cost of construction and for the cost of compensation of professional and teclmical p e r sonnel may be m a d e only upon r e c o m m e n d a t i o n of the National A d v i s o r y M e n t a l Health Council established by section 2 1 7 (a) of the P u b l i c Health Service Act. " (b) The amendment m a d e by subsection (a) shall a p p l y with respect to g r a n t s initially m a d e under the Community Mental Health Center s Act from a p p r o p r i a t i o n s made for fiscal years beginning after June 30, 1970. S E C 504. Title IV of the Mental R e t a r d a t i o n Facilities and Community M e n t a l Health Center s Construction Act of 1963 is amended by a d d i n g a t the e n d thereof the following new section: ""DETERMINA'nON OF POVEliTY AREA " S E C 410. For purposes of any determination by the Secretary under t h i s Act as to w h e the r any urban or r u r a l area is a p o v e r t y area, any such area which would not otherwise be determined to b e a p o v e r t y area shall, nevertheless, be deemed to be a poverty area if— " (1) such a r e a contains one or more subarcas which a r e characterized as subareas of p o v e r t y; " (2) the p o p u l a t i o n of such subarea or subareas constitutes a significant portion of the jwpulation of such r u r a l or urban a r e a; and " (3) the project, facility, or activity, in connection w i t h which such det<?rmination is m a d e, does, or ( w h e n completed o r p u t i n to operation) will, seive the needs of the residents of such subarea o r subareas."
