For costs in the fiscal year 1970 of pay increases granted by or pursuant to the Federal Employees Salary Act of 1970 and the ^"'^' P- ^^5Act of December 16, 1967 (81 Stat. 649), for any branch of the ^ 37 USC 203 and Federal Government or the municipal government of the District of "°'*^" Columbia, to be available immediately, such amounts as may be necessary, to be determined as hereinafter provided in this title, but no appropriation, fund, limitation, or authorization may be increased
