ADMINISTRATION OF TERRITORIES

For expenses necessary for the administration of Territories and for the departmental administration of the Trust Territory of the Pacific Islands, under the jurisdiction of the Department of the Interior, including not to exceed $509,000 for the Office of Territories; expenses of the offices of the Governors of Guam and American Samoa, as authorized by law (48 U.S.C. 1422, 1661(c)); salaries 45 statfias's!' of the Governor of the Virgin Islands, the Government Secretary. and the members of the immediate staffs as authorized by law (48 U.S.C. 1591, 72 Stat. 1095); compensation and mileage of members g/^ ^*^*' ^^^' of the legislature in American Samoa as authorized by law (48 U.S.C. 48 USC i64i. 1661(c)); compensation and expenses of the iudiciary in American ,, -jaii t Samoa as authorized by law (48 U.S.C. 1661 (c)): grants to American Samoa, in addition to current local revenues, for support of governmental functions; loans and grants to Guam, as authorized by law (Public Law 88-170, as amended, 82 Stat. 863); and personal sery- ^^ ^'^ ^°^' ices, household equipment and furnishings, and utilities necessary in the operation of the houses of the Governors of Guam and American ' Samoa; $17,850,000, together with $367,000 for expenses of the office of the Government Comptroller for the Virgin Islands to be derived by transfer from "Internal Revenue Collections for Virgin Islands", as authorized by law (Public Law 90^96) and $118,000 for expenses 82 stau 84o^ of the office of the Government Comptroller for Guam, including the purchase of not to exceed two passenger motor vehicles, to be derived from duties and taxes which would otherwise be covered into the Treasury of Guam, as authorized by law (Public Law 90-497), to 43 USC f4^22d. remain available until expended: Provided. That the Territorial and local government herein provided for are authorized to make purchases through the General Services Administration: Provided further, That appropriations available for the administration of Territories may be expended for the purchase, charter, maintenance, and operation of aircraft and surface vessels for official purposes and for commercial transportation purposes found by the Secretary to be necessary. TRUST TERRITORY OF THE P A C I F I C

ISLANDS

For expenses necessary for the Department of the Interior in administration of the Trust Territory of the Pacific Islands pursuant to the Trusteeship Agreement approved by joint resolution of July 18, 1947 (61 Stat. 897), and the Act of June 80, 1954 (68 Stat. 880), as amended (82 Stat. 1218), including the expenses of the High Commissioner of the Trust Territory of the Pacific Islands; compensation and expenses of the Judiciary of the Trust Territory of the Pacific Islands; grants to the Trust Territory of the Pacific Islands in addition to local revenues, for support of governmental functions; ^49,750,000, to remain available until expended: Provided, That all financial transactions of the Trust Territory, including such transactions of all agencies or instrumentalities established or utilized by such Trust Territory, shall be audited by the General Accounting Office in accordance with the provisions of the Budget and Accounting Act, 1921 (42 Stat. 28), as amended, and the Accounting and Auditing Act of 1950 (64 Stat. 884): Provided further. That the government of the Trust Territory of the Pacific Islands is authorized to make purchases through the General Services Administration: Provided further, That appropria-
