For payments in foreign currencies which the Treasury Department shall determine to be excess to the normal requirements of the United States, for necessary expenses of the Bureau of Commercial Fisheries, as authorized by law, $15,000, to remain available until expended: Provided, That this appropriation shall be available, in addition to other appropriations to such agency, for payments in the foregoing currencies. For expenses necessary to carry out the provisions of the Act of June 12, 1960 (74 Stat. 212), as amended by the Act of August 30, 1964 (78 Stat. 614), to assist in the construction of fishing vessels, $200,000, to remain available until expended. For expenses necessary to carry out the provisions of the Commercial Fisheries Research and Development Act of 1964 (78 Stat. 197) ^s amended by the Act of October 4, 1968 (82 Stat. 957), $4,040,000, of which not to exceed $240,000, shall be available for program administration: Provided, That the sum of $3,800,000 available for apportionment to the States pursuant to section 5(a) of the Act shall remain available until the close of the fiscal year following the year for which appropriated: Provided further, That the unexpended balance on June 30, 1970, of the amount appropriated under this head in fiscal year 1970 for disaster aid pursuant to section 4(b) of the Act shall remain available until expended.
