The Secretary is hereby authorized to make such expenditures, within the limits of funds available in the Higher Pkiucation Facilities Loan P'und, and in accord with law, and to make such contracts and commitments without regard to fiscal year limitation as provided by section 104 of the Government Corporation Control Act (31 U.S.(^. 840) as may be necessary in carrying out the program set forth in the budget for the current fiscal year for such fund: Provided, That loans may be made during the current fiscal year from the fund to the extent that amounts are available from commitments witlidrawn prior to July 1, 1071, by the Commissioner of Education.
