Citation of title.
For expenses, not otherwise provided for, necessary in connection with site acquisition, design, construction, and acquisition of postal buildings pursuant to the Public Buildings Act of 1959 (73 Stat. 479), as amended, $269,825,000, to remain available until expended: Provided, That this appropriation shall be available for postal building projects at locations approved by the Committee on Public Works of the House of Representatives and of the Senate and at maximum construction costs (excluding costs of site acquisition, design, and preconstruction expenses) as estimated for each project in testimony to the Committees on Appropriati( ns of the House and Senate: Provided further. That the limits of c( ts for each project may be exceeded by not to exceed 10 per centum and the amount of any such excess cost may be provided from funds available in this appropriation to the extent that savings are effected in other projects. For the care, maintenance, repair and alteration, refurnishing, improvement, heating and lighting, including electric power and fixtures, of the Executive Residence, and traveling expenses, to be expended as the President may determine, notwithstanding the provisions of this or any other Act, and official entertainment expenses of the President, to be accounted for solely on his certificate, $1,100,000. For expenses necessary for the White House Office, including not to exceed $2,250,000 for services as authorized by title 5, United States Code, section 3109, at such per diem rates for individuals as the President may specify, and other personal services without regard to the provisions of law regulating the employment and compensation of persons in the Government service; newspapers, periodicals, teletype news service, and travel (not to exceed $75,000), and official entertainment expenses of the President, to be accounted for solely on his certificate; $8,550,000.
