EDUCATION

For an additional amount for "Education", $20,197,000, of which $9,772,000 shall be available for the fiscal year 1970: Provided, That the certificate of the President of the District of Columbia Teachers College shall be sufficient voucher for the expenditure from this appropriation for such purposes as he may deem necessary but not to exceed $1,000. For an additional amount for "Highways and traffic", $56,000, which shall be payable from the highway fund. SANITARY ENGINEERING

For an additional amount for "Sanitary engineering, $503,000, of which $163,800 shall be payable from the water fund and $22,200 from the sanitary sewage works fund. SETTLEMENT OF CLAIMS A N D SUITS

For payment of property damage claims in excess of $500 and of personal injury claims in excess of $1,000, approved by the Commissioner in accordance with the provisions of the Act of February 11, 1929, as amended (45 Stat. 1160; 46 Stat. 500; 65 Stat. 131), $7,225. CAPITAL OUTLAY

For an additional amount for "Capital outlay", to remain available until expended, $10,612,000, of which $1,140,000 shall be payable from the water fund: Provided., That $335,000 shall be available for construction services by the Director of General Services or by contract for architectural engineering services, as may be determined by the Commissioner.
