For an additional amount for expenses, not otherwise provided for, to provide, directly or indirectly, additional space, facilities and courtrooms for the judiciary, including alteration and extension of Government-owned buildings and acquisition of additions to sites of such buildings; rents; furniture; furnishings and equipment; repair and alteration of rented space; moving Government agencies in connection with the assignment and transfer of space; preliminary planning; preparation of drawings and specifications by contract or otherwise; and administrative expenses; $19,150,000, to remain available until expended: Provided, That not to exceed $104,000 of the foregoing amount shall be available for administrative operations in the Administrative Operations Fund in addition to amounts otherwise available for such purposes.
