For the John E. Fogarty International Center for Advanced Study in the Health Sciences, $3,582,000, of which not to exceed $500,000 shall be available for payment to the Grorgas Memorial Institute for maintenance and operation of the Gorgas Memorial Laboratory. HEALTH MANPOWER

To carry out, to the extent not otherwise provided, sections 301, 306, 309, 311, title VII, and title VIII of the Public Health Service Act, $275,934,000. _ Loans, grants, and payments for the next succeeding fiscal year: For making, after March 31 of the current fiscal year, loans, grants, and payments under section 306, parts C, F, and G of title VII, and l^arts B and D of title VIII of the Public Health Service Act for the first quarter of the next succeeding fiscal year, such sums as may be necessary, and obligations incurred and expenditures made hereunder shall be charged to the appropriation for that purpose for such fiscal year: Provided, That such payments pursuant to this paragraph may not exceed 50 per centum of the amounts authorized in section 306, parts C and G of title VII, and part B of title VIII for these purposes for the next succeeding fiscal year.
