For necessary expenses, not otherwise provided for; for research and development in accordance with the provisions of the Federal Aviation Act (49 U.S.C. 1301-1542), including construction of experimental facilities and acquisition of necessary sites by lease or grant; $63,360,700, to be derived from the Airport and Airway Trust Fund, to remain available until expended: Provided, That there may be credited to this appropriation funds received from States, counties, municipalities, other public authorities, and private sources, for expenses incurred for research and development: Provided further, That the unexpended balance of the appropriation for "Research and development," but excluding the balance of the amount appropriated for safety regulation activities, shall be transferred and added to this appropriation.

GRANTS-IN-AID FOR AIRPORTS (AIRPORT AND AIRWAY TRUST FUND)

For grants-in-aid for airport planning pursuant to section 13 of Public Law 91-258, and for liquidation of obligations incurred for airport development under authority contained in section 14 of Public Law 91-258, to be derived from the Airport and Airway Trust Fund and to remain available until expended, $107,000,000, of which $15,000,000 shall be for airport planning grants.

FEDERAL PAYMENT TO THE AIRPORT AND AIRWAY TRUST FUND

For payment to the Airport and Airway Trust Fund as provided by section 208(d) of Public Law 91-258, $580,744,000: Provided, That the unappropriated balance in the Trust Fund as of July 1, 1972, shall be available solely to liquidate obligations incurred subsequent to June 30, 1972, under sections 14(a)(1) and 14(a)(2) of Public Law 91-258. For necessary expenses of the Federal Aviation Administration for safety regulation activities, including arms and ammunition, operation and maintenance (including administrative expenses for research and development), acquisition and modernization of facilities and equipment, and research, development, and service testing in accordance with the provisions of the Federal Aviation Act (49 U.S.C. 1301-1542), including construction of experimental facilities and acquisition of necessary sites by lease or grant, $160,000,000 to remain available until expended, of which $4,500,000 shall be available only for research and development for noise abatement and pollution con-
