For expenses necessary for promotion of health and safety m mines and in the minerals industries, and controlling fires in coal deposits, as authorized by law, $74,630,000. No part of the funds appropriated by this Act shall be used to pay any public relations firm for any promotional campaigns among coal miners. GEXERAL ADMINISTRATIVE E X P E N S E S

For expenses necessary for general administration of the Bureau of Mines, $1,970,000. ADMINISTRATIVE PROVISIONS

Appropriations and funds available to the Bureau of Mines may be expended for purchase of not to exceed fifty-five passenger motor vehicles for replacement only; purchase and bestowal of certificates and trophies in connection with mine rescue and first-aid work: Provided, That the Secretary is authorized to accept lands, buildings, equipment, and other contributions from public and private sources and to prosecute projects in cooperation with other agencies, Federal, State, or private: Provided further, That the Bureau of Mines is authorized during the current fiscal year, to sell directly or through any Government agency, including corporations, any metal or mineral product that may be manufactured in pilot plants operated by the Bureau of Mines, and the proceeds of such sales shall be covered into the Treasuryas miscellaneous receipts. For necessary expenses to encourage and stimulate the production and conservation of coal in the United States through research and development, as authorized by law (74 Stat. 337), $25,530,000, to remain available until expended, of which not to exceed $575,000 shall be available for administration and supendsion. OFFICE OF O I L AND GAS SALARIES AND EXPENSES

For necessary expenses to enable the Secretary to discharge his responsibilities with respect to oil and gas, including cooperation with the petroleum industry and State authorities in the production, processing, and utilization of petroleum and its products, and natural gas, $1,570,000. BUREAU OF SPORT FISHERIES AND "WILDLIFE MANAGEMENT AND INVESTIGATIONS OF RESOURCES

For expenses necessary for scientific and economic studies, conservation, management, investigation, protection, and utilization of sport fishery and wildlife resources, except whales, seals, and sea lions, and for the performance of other authorized functions related to such resources; operation of the industrial properties within the Crab Orchard National Wildlife Refuge (61 Stat. 770); and maintenance of the herd of long-horned cattle on the Wichita Mountains Wildlife Refuge, $65,184,000.
