For payments in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United states, for necessary expenses of the National Bureau of Standards, as authorized by law, $500,000, to remain available until expended: Provided, That this appropriation shall be available, in addition to other appropriations to the Bureau, for payments in the foregoing currencies. PLANT AND FACILITIES

For expenses incurred, as authorized by law (15 LT.S.C. 278c-278e), in the acquisition, construction, improvement, alteration, or emergency repair of buildings, grounds, and other facilities; and procurement and installation of special research equipment and facilities therefor; $575,000, to remain available until expended.

For the payment of obligations incurred for operating-differential subsidies granted on or after January 1, 1947, as authorized by the Merchant Marine Act, 1936, as amended, and in appropriations heretofore made to the United States Maritime Commission, $239,145,000, to remain available until expended: Provided, That no contracts shall be executed during the current fiscal year by the Secretary of Commerce which will obligate the Government to pay operating-differential subsidy on more than one thousand seven hundred voyages in any one calendar year, including voyages covered by contracts in effect at the beginning of the current fiscal year. '
