For expenses, not otherwise provided, necessary for departmental management, including $100,000 for the National Advisory Committee on Education of the Deaf, $47,570,000, together with not to exceed $5,926,000 to be transferred and expended as authorized by section 201 (g)(1) of the Social Security Act from any one or all of the trust funds referred to therein; and not to exceed $29,000 to be transferred from "Revolving fund for certification and other services," Food and Drug Administration. WORKING CAPITAL FUND

The Working Capital Fund of the Department of Health, Education, and Welfare shall hereafter be available for expenses necessary for common personnel support services in the Washington area.
