The Secretary is authorized to borrow from the Treasury for payment to the helium production fund pursuant to section 12(a) of the Helium Act, to carry out the provisions of the Act and contractual obligations thereunder, including helium purchases, to remain available without fiscal year limitation, $15,077,000, in addition to amounts heretofore authorized to be borrowed. For an additional amount for "Management and protection", $1,010,000: Provided, That any funds available to the National P a r k Service may be used, with the approval of the Secretary, to maintain law and order in emergency and other unforeseen law enforcement situations in the National P a r k System.
