Sec. 251. Establi.slinieiit <f Council. » 252. Membership of the Council. 258. Chairman; meetings. 254. Compensation and expenses. 255. Functions of the Council. § 251. Establishment of Council. There is established a Xational Advisory C^ouncil for Drug Abuse J^revention (hereinafter in this chapter referred to as the "Council") which shall consist of fifteen members. § 252. Membership of the Council. (a) The Secretary of Health, Education, and Welfare, the Secretary of Defense, and the Administrator of Veterans' Affairs, or their respective designees, shall be members of the Council ex officio. (b) The remaining members of the Council shall be appointed by the J'resident and shall serve at his pleasure. Appointments shall be made from persons who by virtue of their education, training, or experience are qualified to carry out the functions of members of the Councih Of the members so appointed, four shall be officials of State or local governments oi' governmental agencies who are actively engaged in drug abuse prevention functions, § 253. Chairman; meetings. The President shall designate the Chairman of the Comicil. The Council shall meet at the call of the Chairman, but not less often than four times a year. § 254. Compensation and expenses. Meml)ers of the Council (other than uiembers who are full-time officers or employees of the United States) shall, while serving on business of the Council, be entitled to receive a per diem allowance at rates not to exceed the daily equi^'alent of the rate authorized for grade ( T S - 1 8 of the General Schedule. Each member of the Council, while so serving away from his home or regular place of business, may be allowed actual travel expenses and per diem in lieu of subsistence as authorized by section 5708 of title 5 of the United States Code for persons in the Government service employed intermittently. § 255. Functions of the Council. (a) The Council shall, from time to time, make reconnnendations to the Director with respect to overall i^lamiing and policy and the objectives and priorities for all Federal drug abuse prevention functions. (b) The Council may make reconnnendations to the Director with respect to- the conduct of. or need for. any drug abuse prevention functions which are or in its judgment should be conducted by or with the support of tlu> Federal Government.
